Elect Koyama Lane, Morillo, Flanary, Osman, and Zak for Portland City Council District 3

Portland for All is proud to endorse Tiffany Koyama Lane, Angelita Morillo, Chris Flanary, Ahlam Osman, and Luke Zak for Portland City Council District 3.

Portland for All’s endorsement committee included Christian Aguinaga, Moira Bowman, Sara Fischer, Diane Goodwin, Stacey Heath, Lucia Longoria, Jay Parasco, Andrés Oswill, and Anita Rodgers. The committee evaluated candidates based on our endorsement criteria.

  • Tiffany Koyama Lane

    Tiffany Koyama Lane is a public school teacher, union organizer, Japanese American (Yonsei), activist, and mama of two. An award-winning educator, Teacher Tiffany has organized her community to fight for vibrant, safe classrooms for Portland students. 

    Tiffany is a third-grade teacher and serves on the steering committee of the Portland Association of Teachers, where she also used to be the lead organizer. As part of her work with the union, she gathered thousands of signatures for the Preschool for All Campaign so every child could access free preschool. She will be a voice for youth and all Portlanders on the Council.

    Portland or All’s endorsement committee was impressed by how clearly she understands the human dignity of all Portlanders. Her ability to say hard things in a gentle way and bridge values into action will be an asset to the City Council.

  • Angelita Morillo

    Angelita is a progressive leader in Southeast Portland who energizes voters across the city with her insightful analysis of key issues affecting all of us. Her lived experience as an immigrant from Paraguay and someone who has experienced homelessness shapes her policy positions. As someone who has both slept on the street and then later entered government, she will keep Portland’s most marginalized residents at her heart. Angelita worked for Commissioner Hardesty, serves on Portland’s Rental Services Commission, and is a policy advocate for Partners for a Hunger-Free Oregon.

    Angelita is well known for her policy and political education advocacy on social media, with more than 35,000 followers on TikTok and Instagram. The endorsement committee appreciated that she had broken down the policy to make it accessible to the public. Her robust analysis of Portland's challenges and creative approach to solutions to critical issues will strengthen the City Council.

  • Chris Flanary

    Chris is a union member and affordable housing advocate. They believe in workers' rights, the common good, and the people of Portland. They have been a leader in their union for a decade, serving as a shop steward and in elected board roles. Chris is a child of immigrants, a member of the LGBTQ+ community, and navigates life as a person with a disability. They will bring her lived experience to the Council.

    The Portland for All endorsement committee appreciated their analysis and values around critical issues of housing, unsheltered homelessness, and addiction – and their clarity that we can’t continue to blame individuals for systemic problems and failures.

  • Ahlam Osman

    Ahlam Osman is running for City Council to create a more equitable and sustainable future for all Portlanders. As the daughter of Somali refugees and a native Portlander, she has witnessed the profound effects of underrepresentation in civic leadership and local decision-making.

    Ahlam recognizes that government can only succeed when its work is driven by the people and communities it serves. That is why she has been civically engaged since high school, serving on the Multnomah Youth Commission, the official youth policy body for Multnomah County and the City of Portland.

    Ahlam’s three key issue areas are climate justice, people-centered decision-making, economic justice/entrepreneurship. She will help Portland’s new city council build connections and trust with the people of every community, especially those locked out of the halls of power.

  • Luke Zak

    Luke is a lifelong leader and community advocate with the commitment and compassion to fight for a Portland that will serve all residents. He is a lifelong civil rights activist and volunteer, getting his start as a youth leader, pounding the pavement for racial justice, and working to get Progressives elected. 

    A proud Portland transplant, he moved here with his boyfriend and sees our housing shortage, addiction, and public safety as one larger, deeply interconnected crisis. In collaboration with the County, he will seek to create a comprehensive strategy that addresses the underlying problems. Additionally, he believes addressing the inequities in our transportation system is critical to our shared prosperity. 

    Luke is eager to join a coalition on the City Council to build a consensus willing to govern efficiently together for a just and equitable Portland.
